The wont sell you a gun until you are on the Ukara register. You have a valid defence in the fact you have played a few games and you are an airsofter but the shops agreed to abide by the ukara system. They have no guarantee that you will turn up at the game you booked you could of lied to get the gun and never fufill your ukara requirements. So while its not illegal because you have a defence the shops rarely recognise this and insist on ukara or site membership and a lot of sites do the membership under the same 3 visit requirement and enter you on the ukara as part of the deal. They are just covering themselves.

TM scar recoil is the best but not cheap. Expense is down to your budget, buy the one you want the most and can afford. If you go off airsoft you can always sell it.

A lot of CQB sites run a 328 fps limit rule so I would get your gun downgraded anyway if you want to play CQB. Its a simple spring change most guns have an online tutorial somewhere on how to do it.You need to know what spring is inside and what it actually chronographed to know what spring to get, or you can just take it into a shop and get the shop to do it if you dont feel like taking it apart yourself. Im sure a few forum members own RM4's and could guide you through it as well.

Travel a bit further into Reading and there is The Mall. One of the best cqb sites in the country. Loads of vids on youtube of the site.

I use Military 1st for most of my gear. There might be others a bit cheaper but Military 1st have always given me good service.

Hop units are ok but like anything could always be better. The reason I say harder and more technically minded is if you really want to make it your own and the best it can be you either have to make parts or bodge other stuff to fit. The other guns I mentioned everything you could ever want is already available. All gun types use different nozzles but if you have an M4 or other popular type there are loads of different makes to choose from not so with the Sig so yeah I would call it proprietary. Have you ever worked on one?
