It's not so much a problem with stock imagery, it's that he's asking for money now in return for something that he doesn't have and which may not even exist. That's the kind of shenanigans that gets marketplaces a bad name, and if it were up to me, I'd delete the ad, ban him, block his IP, and shag his sister for good measure.
