They don't hear a round of BBs flying at them and it's a single hit, a lot of the time people will ignore the hit and hide behind cover. Depending on how much padding is on the target, I usually give players the benefit of the doubt of them not feeling it but I will continue shooting until they call their hit or I will aim somewhere more likely to cause a reaction. It is a bit of a quandary when you've only got one chance to make a hit, and you know there's a fair chance that a plate-carrier hit "won't be felt". The morality of shot placement aside, it's a good argument for setting the tone for a site by being scrupulous about calling your own hits, loudly and cheerfully.
