The entire argument most sites have for it is entirely born out of ignorance/laziness/or both of joule creep. There are some sites up in the North that have had the kneejerk reaction to have wildly different energy limits for GBBR/HPA vs AEGs out of that same ignorance.
Chrono people with the weights they're going to use, and it mitigates most of the risks, anyone who is found in breach, eject them permanently. Simples.
Next to nobody is going to be running 0.36+ in an AEG, as its too fucking expensive to spray them willy nilly. A 0.36+g bb does negligible difference in material damage at 1.2J vs a 0.2g, despite anyones blustering about it.
