As for the ballistic fillers, you can legally own the kevlar soft inserts but the hard inserts is a big NO, NO. even we have to hand them back in afer use. I asked about it recently on a British Loadout related Facebook page and they're still not on the Surplus list according to a few of the gurus, including some who are still serving. I actually have a set that came with my Osprey and it was when I came to try and sell them that it transpired I might not even be meant to have them in the first place...
