It went off so close to them that the shrapnel would have been impossible to avoid and seriously life threatening. It doesn't matter about the water - the flame is clearly visible coming up past the gunwales: basically the water between the explosive and the surface is vaporised instantly and would present no barrier to bits of metal at all. I also think that shrapnel would have done more damage to the boat. Maybe it was a distraction flash bang. Funny though and yeah, wtf was the point?
