City size is restricted, but the game is now moddable, I picked one up that allows you to a) edit regions so you can add or remove highway rail connects, and extends city limits!

Good to know. Might see if I can pick it up cheap somewhere then.

I got a copy from Amazon a few weeks back for £12, but I mistakenly got the standard edition, I bought Cities of Tomorrow, but would have saved money if I'd bought the combo edition!
