Seems they are HSI - Homeland Security Investigations https://www.ice.gov/hsi whose purview is immigration and deportation investigations but they have confirmed that they would not be carrying out those duties in their deployment to Chicago. While the PepperBall launchers are at the personal end of the scale, the latest weapon being tested by the US Marine Corps is more like artillery: an 81mm non-lethal mortar round. The new round delivers fourteen flash-bang devices in a tight pattern over a target area up to 4.5 km away.
