Before you do anything else, I'd advise you actually read up on the VCRA... the above statement is complete nonsense. There is no such thing as a "licence".

Unfortunately it is written in a lot of places like that. Whilst a license doesn't exist, a lot of people refer to it like that and generally everyone knows what he/she is on about..
