I want to paint the stock outer barrel of my TM hi capa black.

Do I need to sand off the silver finish or rough it up a bit first or can I just spray black over it? Do I need to use an undercoat?

I would say yes, as they get older they tend to crack and flake off. I would have a look at a how to guide on youtube. Mat black is very forgiving I would not bother with an undercoat, sand upto about 1200 grit and seal it with spay polyurethane.

What chev chelios said or you can use a primer first as a base layer to spray on top of.  Then spray over that with some sort of clear coat sealant to protect the job.

Personally, I'd go with rub it down first, plastic primer and/or adhesion promoter, colour, matt clear.

Or just buy a metal one the right colour.
