Black plastic "tool" with molle holster?

Hi guys recently got my hands on a molle holster and it came with a small piece of plastic :

 

 

I have assumed the "tool" is some sort of weaving tool and have been using it as such (with a bit of difficulty)

 

Is this what it is actually designed for? If anything? Just want to know what its for and how to use it!
