In fact the item only has to be on sale in one branch of a chain for 28 days then it can be 'marked down' in all branches.  Also note they don't actually have to sell any at that price, it just has to be for sale at that price.   Shops have been know to get a small batch of something for one branch and mark em up while they await a large order to arrive which will be sold across the whole chain 28 days later at the real price. For his time and packaging materials.  Its a advert and not a wildly unreasonable cost.  When I sell something it is always boxed, wrapped in packing paper or bubble wrap and labeled.  This along with the trip to PO and back can take upto an hour.  If you don't like it don't comment and interfere with his sale.
