Russian V95 OMON Spetsnaz operators vest in Flora camo. Old school classic 1995. 
 
One of the straps has come off but jury rigged with two safety pins, could re-stitch if you like. Magazine spacers haven't been cut out. 
 
Apart from the strap it's in mint condition.
