The protection provided by G&S is solely for the buyers benefit and not the sellers. Sellers would therefore lose a significant chunk of the price for nothing. If you look at any classified advert online sellers accepting PayPal payments require the buyer to add 3% if they choose to use G&S protection. The buyer is free to choose not to if they do not want to pay 3%.
