Have seen that patrol base do a similar thing made by Specna arms, does this just fit onto a standard RIS rail ??

No - it doesn't fit on to a RIS rail.

 

It uses a dovetail unique to G36s. Even then, this is airsoft, they are not always an interchangeable fit between manufacturers.
