Would a stock Cm16 Raider (poly) be li-po 11.1v ready?

In short, no. They are perfectly OK with 7.4V Lipos, or 9.6V NihM, but anything using an 11.1V Lipo needs an upgraded gearbox to handle the excess stresses on the components caused by the increased ROF. Standard CM16s are good, but not that good.
