Maple leaf barrel and hop up set

Hi everyone, 

Just received my maple leaf barrel, hop up and bucking drop in set from skirt shop for my Tm g17. But, the hop up wheel seems to be stuck?

i can’t move it either way. 

Is this a normal thing for a new hop up or is something wrong with it?

Have you tried backing off the screws that hold the hop together slightly?

I got one last week and it was exactly the same at first, loosened the screws ever so slightly and managed to get it moving, when moving it to properly set the hop it then got easier and is now moving freely and I've re-tightened the screws.
