Why do BB's roll out of the barrel

I have a L96, and the bb's are rolling out when I tilt the gun down, is this normal?

 
Hop rubber problem. No it isn't, though it would be if you were 'double cocking' the rifle.

 
Even when I chamber one, it still falls out.

I think it's happening because the hop up isn't protruding enough to stop the bb from falling out.

Yep either turn the hop on more or time for a new bucking.
