I found that, yeah:/ Well, a PS4+7Years PS+ would be about £630, so I guess I could push it upto about £650, seeing as an OS is not required. I've been looking at CPU's mostly, and found the new(er) Haswell i5-4670k is about £155 at the minute. Its cheaper than the 3570k, and as OC'ing isnt going to be huge if any, I guess it'll be better choice. I am aware the Intel wins on Gaming, and the AMD on streaming but most key, who wins in C4D rendering and PS? (Graphic Design) Apologies for any mistakes/Re-asked questions, im on my phone:/To be honest it's starting to look (to me at least) like you're going to have to stretch your budget a bit. If you're building new rather than upgrading then you're sailing pretty close to the line unless you go for the £600 mark.

Ah, okay. I'll have to see what version he can get first, if he can only get 7, I'll get 7 and vice versaIf you're wanting this as a gaming rig, stick with Win7. Win 8 isn't especially gaming friendly just yet (although BF4 uses some DirectX stuff that's only available from Win8 I've not had any issues with it being shiny on Win7!)
