Thinking of getting one of these two sniper rifles but thought I'd look for advice from anyone who knows them both.
Out of the box how do these two compare in skirmish performance in terms of accuracy and consistency and how good can they get with upgrades?

The L96 is the better gun.
Cheaper to buy initially, better performance out of the box, more consistent power supply, far easier to upgrade, near limitless upgrade potential.
It'll be no better than a regular AEG out of the box, probably worse in fact, but with about £100 extra spent on the internals you could get ti shooting relatively well, and for £300+ on the internals, you could potentially have a 1 shot 1 kill rifle, accurate out to 80m or more.
Comparitively, the KJW is gas. Gas pressure depends on the weather and decreases with every shot. Meaning the more you shoot it, the lower the fps will get. Consistency is the enemy of the sniper. You want every shot to be identical, otherwise how are you ever going to hit your mark? Gas guns require High Pressure Air rigs to get a consistent fps, and HPA rigs require specialist knowledge and tools to set up. Both of which, very few people have.
If you're willing to put the time and money in to learn the tricks of HPA and outfit your KJW with a HPA rig, then you'll have the most beastly gun around, but it's never going to be easy and it won't be cheap either, you'll need to mod every part of the gun, and the modded parts can't be bought, you have to machine it all yourself, or work on the existing parts.
L96 will be cheaper, easier and more accessible overall.
Unless you're already aware of HPA and how to sort it, spring guns will beat gas ones every time. The KJW's out of the box performance is diabolically wank, I couldn't hit a 5x5" target at 20m, never hit a person with it ever. Just not worth the effort in the UK.
