A company called All Skill No Luck were the first making them I know of.  Their site got shared around pretty virally by a lot of big gear/airsoft people on social media and then obviously FFI and TMC jumped on the clones right away.  All Skill originally started with what I suppose you'd called a 'field cut' flannel shirt i.e. just a regular plaid shirt that has the tactical slanted upper arm pockets added and velcro closures with slightly better stitching and a more roomy cut compared to everyday civvie clothing - no t-shirt fabric in the middle like a combat shirt.  Then it would appear there was a demand by certain people for the combat cut shirt and the snowball grew from there.

They're making Hawaiian versions now.
