Description
It's a waterproof/oil proof tough cloth or mat that you'd put down on your nice clean kitchen table to tinker with your guns so that the missus doesn't snap at you. I'm not sure if these are actually PLA issue, but they seem pretty nifty so I picked one up while I was there.
The Chinese writing on the cloth says "Gun Cleaning Cloth (Type 191 Automatic Rifle)". The text below the rifle is an idiom meaning "Caring for Equipment is Everyone's Responsibility", and then some step-by-step instructions for gun cleaning.
If you have a Type 191 Rifle, you could pop it on there. If you don't, I suppose you could use it as a mat for anything else.
