Yep, it's completely free, and any colour choice.

You don't actually need a PayPal account to pay, there is the option you can expand when you arrive at PayPal to simply pay by card. How long this will stick around I've no idea though (Unfortunately, I've heard rumours about only being allowed a set amount of transactions this way). I think most people have PayPal accounts anyway and they are worth having, you don't have to set up a bank account you can simply just add a card. Makes for quicker purchases all over the place.
