When using a community forum to advertise, it's mandatory that rules are ignored entirely. ?

maybe you should follow what a friend did with his site when people did this, charged them a small fee for upkeep but then they were able to have their own section for the fee

They did this, but when the admin disappeared, they stopped paying but kept advertising.
