Anything is an IED, doesn't matter what you use.

A home made party popper is still an IED

i would say thats debatable, it depends on the method you use to detonate it. if you just have explosives that you have made at home then its HME (Home Made Explosives), you attach other stuff to it to make it detonate then it becomes a IED.
