Yes - you need a new delta ring assembly and a new end cap, then it should fit.
Most handguards will go on an ICS M4 eventually, but non-ICS brands may need some modding in order to fit properly. As suggested in one of your other similar threads, the easiest option without needing to resort to files and hacksaws is to buy an ICS handguard.

If I got this delta ring ( http://www.fire-support.co.uk/product/gp-delta-ring-set ) would that work?

Yes - that one will work. They unscrew from the receiver. You'll either need an armourers wrench or something like a boa wrench if you can't do it by hand.
You will need to hacksaw the little wings/tangs off the ICS barrel in order for the new delta ring to go on.

NO - you don't hacksaw off the delta ring. The delta ring unscrews, and the new one screws on in it's place.
There are two tabs/wings on the outer barrel that you need to hacksaw off for the new delta ring to fit. It will become very obvious which tabs I am talking about when you try the new delta ring and it won't fit over them!

Is it a 14 inch barrel? The ICS one is usually in 2 parts so all you do is loosen the grub screws on the barrel and the whole front part with sight will unscrew right off. Put your new delta ring on, then screw the front of the barrel back in place.
