little help needed sourcing and creating.

basically I need ANSI Z.87 rated tinted (brown if at all possible) plastic, about 20 cm by 10 cm.

I also need someone to help me create an easy cut out badge and shoulder eagle (see below) with the intention of making cardboard cut-out's and plaster cast it on. it doesn't need to be absolutely perfect but my last 3 attempts, saying they were crap would be an insult to s***.
