if you paid by paypal or by credit card then talk to them and they will get you your cash back, if you paid by debit card then it will be alot harder to get it back, just email them telling them you will take it further and see your solicitor/trading standards about it if they dont send it /refund asap

what is the cut of limit for paypals refund?

How many times have you tried to call them? You have to hassle them, not just try once for example.
