Also correct me if I'm wrong but the wrong-doing in the sale of any RIF to an u18 lies with the seller, not the buyer.

If you're over 18 then only the seller is committing the offence (unless under very specific circumstances) but if you're under 18 it is illegal to buy a RIF too, so both the buyer and seller would be at fault.
