Thats where all good points end, when I received the payment money was "On hold" by Paypal and paypal requested me to attach tracking info which I was going to do. Yet this person said to me that he will confirm payment when he receives the gun then i get my money. This sounds like the biggest scam I ever heard. Next thing I know he claims that I have his money and wants a refund while his money is "on hold" by paypal and he is dumb enough not to know how to cancel the payment. He makes a claim on Paypal requesting me to send him £240 which I never received due to paypal having it "On Hold". I sent him proof that it's on hold and he still claims that I received his money. If any admin wants to contact me go ahead I will provide any proof that I have and prove how scummy and shady this person really is. I would personally avoid this person in general and not deal any business with him as by far I never had such trouble on these forums apart from this child of a man.

You know that’s how PayPal operates if you don’t have a strong selling history?

The buyer doesn’t know the payment hasn’t cleared as it has gone from their account and is being held by PayPal.

I understand how PayPal works yet he doesn't when he is requesting me for a refund of £240 yet his money is on hold and he said on PayPal claim that I received it. 

 
Anybody actually physically talk to PayPal to clear the matter up, it does work ?

From his point of view he doesn't have it though.  And he can't "cancel" a payment once it's no longer showing as pending, he can only use the options available, i.e. request a refund from you, or open a dispute.

The hold isn't something that he's done, it's just how PayPal are increasingly working now.  Any unusual activity on your account - which can mean absolutely anything that they decide, for any reason or none - can results in holds.  If you've not had it happen before, well now you have.

In effect, PayPal swiped that money from both of you, to mitigate what they lose lose from rogue sellers who grab the funds and do a runner.  This is the cost of their buyer guarantee - it's not free to them, and sellers are the ones paying for it.

Supposedly the funds should get released to you on delivery if you put trackable shipping information into the transaction, but people have been reporting problems with this for years, so you're dependent on a manual acknowledgment from your buyer - but again I've seen people say they can't find any option to do that.  Absent that, it's something like a 21 day wait without a dispute. I've just seen a 3d printing business stop accepting PayPal completely because of this problem.

Neither you nor your buyer have done anything wrong, so far as I can see.  And you've lost nothing, but your buyer is currently down £240 with nothing to show for it, so imagine how he feels.

It's likely that anybody else trying to buy it from you will run into the same issue, so I'm afraid you're just going to have to decide whether you want to use PayPal and accept their terms.

First check the tracking details, if it shows as delivered then highlight that to PayPal

If not then it’s still in transit (or it has recently delivered then the information hasn’t passed through the system)

Next give him the information you get via the tracking, and advise him that if he is not happy then he is to raise a not received dispute on paypal

You can then deal with the matter via the process, for example your first response is in accordance with the tracking.  You can potentially set your diary for a reminder to stall for time postponing your responses for the maximum timeframe of the process (but that can look bad for you as bad comms)

Ultimately it will turn up or it won’t 

By going through the process PayPal will refund him from the money they are holding, or they ultimately pay you once ready 

If it has vanished then as a seller your claim is against the carrier for losing it, so he would get a PayPal refund and you get insured compensation from the carrier 

PayPal are actually a middle man service, they hold the money between buyer and seller which means the ‘on hold’ would have been a default, but they release money to sellers straight away depending on status

Did you actually send him the RIF?

If not, he's well within his rights to commence a claim. If you didn't send him the rifle, the only thing he knows is that he sent £240 and received nothing.  PayPal, as others have said, are increasingly putting payments "on hold" until buyers confirm receipt of goods.

It's shit, but it's the way they work.

If you sent him the rifle and have proof it was received, then provide PayPal with it.

Otherwise, you've got no case.
