Looks like something to secure extra length on straps? Possibly called a strap retainer or something along those lines.

The one in the picture is exactly what I want. Doesn't seem that I can buy any though

Tbh that looks more like something you'd keep a sleeping mat or a basha tarpaulin rolled up with

What we need is a pic with something else in there to give it scale. A description in words wouldn't hurt either. It looks to me like the bit of elastic you use to keep a pressure switch for torch or laser in place on a vertical foregrip - which I don't think has a special name. You're probably best buying the size & colour of elastic you want and making it yourself.
