Rule out the cheap and simple stuff first, try a Linux bootable USB - use a different one to the one you're using for Windows (tests if it's an issue with your USB and therefore corrupted Windows files).  If Linux boots then your upgraded hardware should be okay.

If you end up with the same black screen etc then it sounds like it's hardware, basically just open it up again and either check all your connections or remove and re-insert each upgraded part.

To me it sounds more like it could be a dodgy USB as it's obviously getting through POST without an issue - and I presume you've been into your BIOS to make sure that's setup correctly.

Just realised your comment about disk and USB failing to boot - double check all your connections, cards/memory are seated properly etc and double check your BIOS settings.

I've been on this for 6 hours now (fucking hell) and have reseated all my components multiple times. I want to pin it on the GPU as that's literally the only part that isn't new, or purchased within the last few months. In the BIOS menu the screen is constantly flickering and cutting in and out. I can't access advanced options without a black screen. Still doesn't explain why the keyboard lights cut out though.. 

I've since formatted my SSD on the home computer and, with all other storage disconnected, tried again to get past the black screen but it just persists - annoying!

Can't even take it to our local PC shop as they're closed until the 2nd lol.

Did you have a different GPU in there previously or were you running with one built into the motherboard?

Yeah I upgraded from a GTX 960 to an RX 580 pretty much at the end of last year. 

After that I swapped out the PSU few months later to prepare for today and now.. 

Well. Here we are.

Welcome to the joys of upgrading/building PCs, when something goes wrong with the hardware it's often a case of swapping bits out until something works.

Unfortunately I sold all my old parts and, even if I still had them, a lot wouldn't be compatible. 

I just plugged the gpu into another monitor and flickering persists however I can't actually get into the BIOS menu at all now. It just switches between no signal and a black screen.

Works fine on the other screen. So fucking weird.

reseat GPU in to mobo and GPU power cables if modular PSU reseat them in the PSU as well as GPU.

your not using any covertors for molex to 6 pin or anything crazy like that?

I assume you have no onboard video to try?

PC upgrading is a little similar to Airsoft in that you often need two in order to diagnose issues.  Does indeed seem like a fault with the GPU or the motherboard.  Times like this when you wish you had a simple onboard vga.  What's the make and model of the MB ?

Mobo is brand new. MSI Mortar. 

Guess that points to an issue with the GPU which is annoying. It's not that old.  

No onboard graphics to test with. 

Everything is mounted correctly.
