I'll think, possibly, these ones I've got here have expired. Fresh out of the packet, there is a faint chemical smell but otherwise they are bone dry.

I've used probably 30 packs over the last 8 years or so and yeah, I don't remember thinking they were particularly wet.
Work great though, recommend them whole heartedly - buy them on eBay. There's a guy who shifts them very cheap on there
