Yes. Sort of. You can get a specific rail for carry handles https://www.ant-supplies.uk/rail-base-mounts/carry-handle-rail-mounts.html or there's some old school style sights that mount in the same way (through the little hole in the middle of the handle)

There are dedicated rail mounts, or you can go full old school with a dot/acog that mounts directly on the carryhandle (via the large hole at the top of the handle itself)
