UKARA isn't a licence.

A airsoft gun is a toy so no licence required.

A shotgun is real, licence required

It's legal to own but illegal to sell or to import. So yes, you would need some form of defence (of which UKARA registration is one) to be able to import a RIF from Taiwangun.
