Iam currently living in Spain and here RIFs are allowed for people over 18 how ever Iam moving to England and Iam looking at moving them to England they are both under the power limits for uk and Iam gettting them sprayed two toned however Iam not sure how to get them to England or if there is any other rules or regulations considering this.

If they're getting two toned they should go through customs fine as long as you're above 18. Make sure to declare them when you're travelling to avoid any scares.

Same. Although it may boil down to the person dealing with its knowledge about the law best to put your contact details on the parcel (mobile mainly but more can't hurt)
