Is there now a fee for renewing and advert?

I was just about to renew an advert that expired a while ago, when I came across a reference to a renewal fee of £2. There was also a reference to free renewal.

Could somebody kindly explain what this means. I always assumed adverts on the Sales Section were for private sales only. Is the service also available for commercial advertisers?
