For a retailer it probably isn't worth the risk of selling for cash without proof of a defence. The possibility of you being from the Police or Trading Standards should be enough to deter them.

Where did you get that stupid idea - you can't. You have to be 18 and the sale has to be face-to-face wuth your id recorded. There are some mail order sales but they send the gun to your local registered firearms dealer who can then complete the transaction.
