Firstly its not a license, its a defence. And No, UKARA says you must play 3 games over a period of 2 months.

No, absolutely no. The only reason there is an exemption in the law is to enable more "realistic" skirmish. If you dont skirmish, you have no legal justification for you to own a RIF.

You can only own a RiF without UKARA if the design it is based on was patented before 1875, so you can own RiF Derringers, Winchester 1866s etc.
