    It certainly does it depends how good you want it stitching will stiffen ........a plastic liner will stiffen a lot and help prevent the belt twisting and warping with the use of holsters and the like........will also dig into you like a son of a b***

    A lot of people are making what you just described ........it’s normally 2 layers of webbing with a stiffener inside the outside will be coated in velcro that allows a heavy belt with pouches to be indexed onto it  https://www.geardynamics.ca/products/liner-belt they are normally called liner...
