That depends on how long you've waited. Does the person your've brought from have any history ,number of posts ,feedback etc. Paypal has a 45 day limit for disputes . Do you feel your being Mugged.

Ics m4 are very good and are available everyewhere .The plastic ones have the same internals as the metal ones but are much cheaper ti buy .
